You can have 2 very well-spoken, articulate, logical, intelligent, respectful professors have a debate about a topic and come to different conclusions.
One can have strong arguments for opposing sides on many topics.
You can look at court cases as well. If the evidence does not weigh too heavily on one end, much of the verdict depends on the ability of the attorneys to articulate their arguments.
However, if someone is completely detached from the situation, not invested, and truly a neutral party, then I believe it’s quite likely that they will come to a similar conclusion as someone else who is always a completely neutral party.
But, as with court cases, one can always pick a side and form a strong logical case for why their side is correct.
So, with logic and reason, one can still come to different conclusions. But, with true neutrality, one will likely come to the same conclusion as another who is truly neutral.

If both people are using sound reason and start with the same facts, they should reach a very similar conclusion. If one person is missing facts, or is not as educated as they should be, they have a different starting condition, and so they reach the wrong conclusion.
In some situations yes. Definitely not all. There's situations where facts are at okay and you can't ignore those.
