Well, it isn't going to stop it, any more than locks on your doors can stop a determined prowler, but it CAN make it much more difficult and thus restrict the free flow we have now.

I have heard people say this before, that the USA needs better employer enforcement instead. I say do both - a good wall makes employer enforcement easier, which in turn discourages attempts to climb over or tunnel under the wall. Not only can both be done, both *must* be done, together.
