Many of them already try. The problems is when you're dealing with higher level staff, they don't always want to sign it. I've turned down NDAs before and was just like "F this I'm going home." They thought I was playing chicken with them til I got on the bird, then they came to get me and said it was optional and gave me a raise. I really doubt that's the only time that's ever happened.
