Yes, as every country bar the communist countries can be considered "secular". As it just means you recognise each faith, and give preference to none. China North, Korea etc don't recognise any, so cannot give anything to either one.
Western countries aren't really fully secular though. They only have pretensions of being such. The Church and faith lobby groups hold a bigger sway over government and policy than voters. You only need to look at American and French politics to see overt examples.
As for the "Islamic countries" - there are none. Nor are there "Christian" or "Jewish" ones. You need to get out that mindset as world politics no longer works along those lines. There are only "territories" and the governments in charge of them.
Erdogan has done the best he could, surrounded by treacherous Westerners. He's not a nice guy, but he isn't dealing with nice guys either. He's a consummate politician.

How do you define 'conservative' in a global context? There are many 'conservative' countries that are very secular. Many others that are not conservative but very religious.
I do not know the full history of Turkey to say if their current goverment qualifies as conservative by the relevant local standards. The fact that it still tolerates religious minority proves its not a theocracy.

Barely secular, but far removed from Kemal Atatürk‘s vision for a modern Turkey. Give Sultan Erdogan a few more years and he will screw it up even more. 😕

No. Turkey isn’t quite a dictatorship at the moment but very close. It is ruled under Islamic authoritarianism.
