Lets say that the only way your problem can be resolved is by paying a bribe to the person in charge of fixing that problem. You had tried other methods to fix the thing or try to fix the thing for more than 15 years and not one seem to had worked on your benefit over all this time and still there or the problem is worse now than before but then you found out there is a way to solve that and that is to pay a bribe to a public person as it is the only way your problem can be solved in just a matter of a few months.
You are aware that the bribe is not something legit but you are so desesperate for the problem to be fixed especially when in more than 15 years the problem had not been solved for the legal methods, that now the only solutioin is to pay up some public servants at some public institution so your endless problems won't be endless anymore.
Would you do it even if you are aware is not the best thing to do or you continue trying to fix the issue knowing that if the thing is fixed it can take like 5 or more years or never fixed at all when you may be dead already.
I mean, is the only choice.
