Society changes by various methods. Some are slow but gradual some are sudden but drastic.
Yes crime does change it sudden but it's not because of crime but because of after crime effect. Because of the revolutionary ideas what comes after crime.
There are many such crimes what keeps happening but it isn't able to create any such revolution kind situation among society. They does nothing much.
So society does get change only because of two things
1) Needs/requirements
2) Revolution/ Revolutionary ideas

Politicians use fear of crime or the potential idea of crime to get the overall support from citizens.
Its not crime that changes society but the fear of crime (even when there is no actual crime) that makes people dumb and submit to power.
If society wouldn't be afraid of something they wouldn't accept so many things politicians and corperations pushed onto us.
