7. Ensure State and Local Coordination and Oversight – Preserve the ability of State and local jurisdictions to investigate and prosecute potential crimes and use of excessive force incidents. Require that evidence is preserved and shared with jurisdictions. Require the consent of States and localities to conduct large-scale operations outside of targeted immigration enforcement.

Build Safeguards into the System – Make clear that all buildings where people are detained must abide by the same basic detention standards that require immediate access to a person’s attorney to prevent citizen arrests or detention. Allow states to sue DHS for violations of all requirements. Prohibit limitations on Member visits to ICE facilities regardless of how those facilities are funded.
9. Body Cameras for Accountability, Not Tracking – Require use of body-worn cameras when interacting with the public and mandate requirements for the storage and access of footage. Prohibit tracking, creating or maintaining databases of individuals participating in First Amendment activities.
10. No Paramilitary Police – Regulate and standardize the type of uniforms and equipment DHS officers carry during enforcement operations to bring them in line with civil enforcement.

7. ICE is and should not be under the jurisdiction of any authority other than the executive branch of the United States government. There should be no consent, local coordination or oversight. It is unconstitutional.
The federal government should warn the states and sanctuary areas that they must uphold federal law and if they do not do that, according to the judgment of the United States, ICE will take that over and state and local authorities will lose any recourse at all. And at that point, there will be no looking back.
If that happens, The federal government should withhold any funding that supports law enforcement in that state. If states don't like it. They are free to try to secede. Kind of like South Carolina. Maybe we can trade Minnesota to Canada in exchange for Alberta.

Ordinarily, United States citizens will not be detained or arrested, unless they have violated federal law. That includes being an accessory to a federal crime. Then they have commit a federal crime and are subject to detention or arrest. See how that works?
States cannot and should not sue the federal government. However, they can report violations to the United States Department of Justice. And they will have to act on it.
Read Article VI, Clause 2 of the U. S. Constitution. It is called the Supremacy Clause. It's there for a reason.
9. Body Cameras are worn for accountability of authorities of potential criminals. And they should always be when authorities are on duty. I have no problem with that. It protected that officer when Ms. Goode tried to kill him. See how well that worked?
Requirements for the storage and access of footage of body Cam recordings is standard operating procedure. There can be no prohibition of tracking, creating or maintaining databases of non-citizens participating in criminal activities. They have no legal rights under the Constitution.
And guess what? Illegals are participating In criminal activities 24 hours a day, seven days a week. They committed a federal crime crossing the border. And all they are doing is evading arrest which also a crime. See how that works?
10. The US Regulates and standardizes all equipment federal officers carry during enforcement operations. If they do not standardize uniforms by department, They should. But that will wearing masks so they will not be doxed, stalked and attacked.
The federal government has no obligation to standardize anything that they do to the standards of state and local authorities. If you read the Constitution, State and local authorities should have the responsibility to standardize what they do to the federal government If they choose to do so.
Your suggestions are interesting. But mostly wrong. Combine together, All of your standards would relegate federal authorities Social case workers.
