HR is there to protect the interests of the company, not the employees themselves. If that’s something you do and people don’t like it, maybe it’s because the people you choose to surround yourself with don’t like narcs, which is your career as a human resources agent.
I do understand what you're saying but in your example the misconception is HR is the authority figure. They're not. HR is there to support management only

Anything you say can and will be used against you in the court of law.
But nto just with cops in general I feel people are afraid to approach authority figures.

Our constitution rights reflect real world consequences and a higher power tend to abuse said power.
I get it that work has different obligations and consequences for everyday people but looking then dealing with a problem the process is similar.
It's a similar logic but because of different obligations or duty can be different.
