Why do pakistani guys stare?

This is the story:

I am a pakistani girl. I went with my mom to a formal party. The host (a woman) had a brother was visiting for the party (he was the pakistani guy). We did not know him, we only know the host. When I greeted the host with my mom, the guy, noticing me suddenly started looking at me from a distance. Throughout the party, the guy, if he saw me anywhere was looking at me a lot as if he's confused or something or wondering who I am (I was not looking at him at all, but I could tell). Then at the end of the party, when my mom was talking to the host and I was standing next to her listening, the guy was sitting some feet away on a reserved table but he first looked at my mom intently and then at me.

Why is this?

Any guys that are interested in a girl or just like the way she looks will often stare. It has nothing to do with race or even gender for that matter.

well as a Pakistani girl myself, its because he was a man who doesn't have any manners and thinks its alright to stare at someone when it is clearly making them uncomfortable. PERIOD
