For some reason this seems to happen a lot. Why would the video uploader fail to make it available in all countries? Doesn't he or she want as many people as possible to see it?
It's not because of the uploader, but that some policy has changed in your country and they're censoring that for some reason. Just use a VPN and change the country you're bouncing from and that'll work out.
What are you looking for if you don't mind me asking? Australia cracks down on a lot, especially video games, it could be that it's a new policy, or maybe they got famous enough that the policy just got applied to them.

It's more to do with Youtube geoblocking for legal reasons, than the uploader.
Quick way round is to use a VPN else download the clip and then play it.
Licenses. I was surprised as half of my YT playlist didn't work as I used Wifi of my cousin in Germany.

Videos come with a country code. Maybe your DVD player is not set up correctly.
Sometimes its copyright issues.
