My neighbor ordered something and cancalled it last minute? Whos to blame him or his niece?

My neighbor doesn't have online shopping account and he asked me to order him solar lights which is 1500 watts for only 1061 pesos my country. So he gave me the money and I ordered his solar. And then about one day ago from the day I ordered it he asked me now to cancel it because her niece said its very expensive for only one piece of solar lights its $19.08. So I gave him his money back and I said because the watts is high thats why its expensive than other solar lights the higher the watts the more brighter the more its expensive plus I showed my phone to him the price so there's no way Im faking the price and after ordering it I showed the final price on my screen. This is the screenshot of it. The ordered time and price of it originally is 1201 pesos I discounted 140 pesos so its 1061 pesos now which is $19.08 dollars. I actually think its cheaper because Its sale and he saved about $3 off and high watts. After cancelling it the seller denied my request and is now on delivery and I told my neighbor the seller and he doesn't seem happy that it didn't get cancelled? I told him when his ordered arrive he will pay for it. And he seemed unhappy but said okay. Next time I dont want to order for him again because Im scared of getting my account blocked by seller because of cancelling items and not paying for it when its on the way to deliver.

He owes you the money.

He said he'd pay it. He might not be happy about it but he is 100% to blame. I don't see how you could possibly be to blame for this. You were doing him a favor. You ordered it and it was too late to cancel. That is not your fault in any way.

If you are nice enough to do it again, make it very clear ahead of time that once you order he can not cancel. As soon as you submit the order, it's a done deal.

This is why you never take such requests unless 110% certain. As it's YOU, and not him in the shit for it.

There is nothing you can do, but maybe accept the delivery and then ask for a refund as it's "not the right light".

Might cost you a little to return it back, but it's better than paying the full amount as you currently are.

Nobody is to blame. Shit happens. He wanted it cancelled but it was too late to cancel the order as the seller had already sent it. He can either pay for the light or you can return it for a refund.
