He's probably unsure of whether or not you're into him, so instead of coming out as rather forward about the whole thing, he wants you to reach out to him instead. In a way, that's a good thing because now YOU have the choice of whether or not to text him.
He maybe unsure on how you feel so he is waiting for you to make all the moves and be more forward than him. If you like him, just talk to him a bit more, see where the conversation goes and find out more about each other.
I would leave it a day or two before messaging him again. You don't want to come across as desperate but you don't want to back off to much either.
well, ok yeah maybe he is unsure if you're interested. I would text him first once or twice but after that he better be initiating contact too!
