What does he mean when he says you can text me anytime?

Obviously I know what anytime means. What I'm asking is what is a guy thinking?
I text a casual friend and asked if I could text him in place of someone else, he said that "hell yeah you can text me anytime"

Also I text him late, not expecting a reply until the next day and he responded not long after.
