So there is this dude that I have known for like two years.
And He used to date my best friend last year. Well he was nice to me while they were dating, but then after they broke up he was really mean to me.
So now we hate each other. We never get along and we are always fighting and arguing. But all of our friends think that we used to date or he likes me.

After reading your question and looking at your age listed a couple things come to mind. First thing is depending on how things went down with your best friend he may feel you may have played a part in that. Second, Its funny sometimes the way people choose to express their emotions. It could be that he does like you and is not willing to admit it. Its like when I was a kid, we would run from the girls and pick on them all the time. It was a way to get their attention. The best way to answer that question is to be straight up and ask him, Then you will know.
Some guys show that they like someone by acting as if they don't. It is possible but you can't ever really tell unless he tells you or his friends. I think he does like you though because arguing with you gets you to talk to him and in a way it is subtle flirting.
Just like shy guy said he probably does like but doesn't want to admit because of the break up with your best friend or something like that
