if you don't actually talk to her eventually then its considered stalking,
girls, guys will stare at you because we find you attractive and or we want to be friends etc.. so don't take it as creepy (unless of course he's gonna stalk you)
as far as what theyre probably thinking (man if I knew what a woman was thinking I wouldn't be asking so many questions) I think theyre thinking that "hey, this guy thinks I look good, I hope he comes over and talks to me" I mean afterall that's what you want, right?, correct me if I'm wrong.
the thing is if you want to stare at a girl, you may as well let them catch you, otherwise she won't know if you find her attractive or if you're just being a stalker. I mean the whole point is to let them know you find them attractive, so then just let them. past couple days I've seen this girl I'm trying to become friends with, I've looked at, and she's caught me, only to say hi and wave, which is obviously a good sign. that's what you need to get at.

like if he's checking me out, kinda depends on who it is: if he's a jerk then I will think : ugh, pig!
if he's really nice: then I would probably be thinking he might be interested and maybe he thinks I'm cute
if its some random guy at the mall and we are the same age or close to... usually I'm in a good mood when I'm shopping so I'd probably work it and take it as a compliment!
If he's dazed out I won't be sure of what it means and I will ponder it, unless he's look straight at me and its kinda like...does he like me or something? but I would need a couple more stares to confirm it completely
well for me, it depends who it is. I've caught some of my friends totally staring at me but I didn't care because I know them. So I guess, if I either know the guy or think he's cute, I don't mind. Sometimes it actually makes me feel good because that makes me feel like he finds me attractive.
But if its an older guy in say his 30's or 40's, its really creepy and kind of scary lol
i generally laugh or stare back as blatantly as he was staring at me, if he warrants it, and if he doesn't I just kind of smile and raise my eyebrows. it usually makes me feel attractive and I go on with my day.
but if it gets a little awkward...i've been known to make faces, pretend to pick my nose obnoxiously, etc.

I kind of agree with grenn126.
If I catch a guy looking at me for a few seconds, I take it as a compliment. But anyone who just stares continually makes me feel uncomfortable.
Come talk to me if you're interested! I don't bite and I always try to be nice to everyone! lolI'll watch him for a moment to see if he does it again, but most of the time I figure he's just thinking of something and spacing out.
