A mix of love and respect.
Basically he wants you BADLY, but not (only) in a sexual way. It means he cares about you, trusts you and has deep feelings for you (especially if it's between couples).
It's sort of a way to say "i care a lot, and if you want to be more than friends, then i'd love that, but i respect it if you want to just stay friends"

If you say yes, there's a chance you walk into something long therm. He might not be as exciting as a "bad boy", but he'll be someone you can trust 100% and really put your faith in. Also he'll respect you, that he've already demonstrated by the gesture.

Seeing as you have feelings for him, may i suggest placing a gentle hand on the back of his head the next time he kisses your forehead, then place a gentle kiss on his lips. No way he'll missunderstand that, plus there's the nice bonus of seeing him really flustered XD

After months of this we ended up having sex but he called it off after our first and only night. It took 1 month for him to do so, before he kept acting like nothing happened. Would you still say he had feelings for me?

Depends... If he seems like a general "nice guy", then there's the chance. Did you express a sense of love? If not, it could have made him believe it was an one time thing, or he could've felt like you two were rushing it.
Get him under four eyes and talk with him about it, and ask if he really does love you. Might be a little tricky, as it can be hard for him to admit if it is so, but i reckon it's the only real way to get the right answer.

I see what you mean! During the month that passed before we talked about it we both had unconsistent behaviour so I guess we were both very confused aobut eachother's feelings. When we talked about this he was the first one to say his words and told me the timing was all wrong for this and that he's not able to commit now for many reasons. And that he wanted to go back to our friendship for the sake of us and our group of friends. I'm just on the same page at the moment (we are both likely to move away from our city in a few months) but I suggested not to stop it and live whatever this is in a lighthearted way for the moment. No big promises for the future required but just living a few good moments that we both really need. He refused stating that problems would arise even if we agreed on no commitment. And I am left wondering why did we have sex in first place... It would have been easier just not to get to this point if he didn't want a follow up.

looking at your age i guess neither of you have chosen a place to live, so it's kinda hard to make permanent plans.
I know it might sound hard to be told this, but better to just stay friends with him.

I'd say he's protecting both you and himself from the heartache of loving at a distance, a decision i can really understand.
Stay friends with him, and see how things turn out after some time (months, years...). i know first hand that deep friendships sometimes end up as something more if you just let it flow naturally. With that said, don't try to force this.

Thank you :) Indeed, I won't force anything. My gut feeling is the same as yours, that he cares about me and wants to prevent both from being hurt. But you know, everyone around me keeps repeating that if he had feelings for me he wouldn't run away. "He's just not that into you" ruined our lifes :P

Also there's the opinion he's into you, and don't want to hurt you.
The strongest kind of love isn't the one who makes you go against pain for the one you love, but the one that makes you let someone go because you realize someone else would be better, or that you're just hurting them in the long run.
That's the ultimate form of love. To love someone enough to let go simply because it's what you see as better for THEM, despite your own feelings.

I just want to add 1 more thing in order to actually answer the question asked. I would say that he has feelings but he lacks the confidence to reveal them, either because he's not entirely sure of his feelings or because he thinks you don't feel the same way. I would suggest following @dartmaul15 's advice and try with a kiss. Out of my experience, I would avoid having sex straightforward. If he couldn't decide he wanted a relationship with you before the sex, he most likely won't know after either. And this would create a lot of confusion and awkwardness. Try a kiss and try some actual dates after.
