I wouldn't think too much of it. He's just being affectionate.
He probably wouldn't be giving you any physical attention if he actually thought you were fat, so I think it's paranoia on your part.
Also, small amounts of flab can seem more feminine because it makes you seem soft, compared to a perfectly toned body. Depends entirely on the guy as to what extent this is attractive. I wouldn't say this is some weird fetish...it's probably something he's not even entirely conscious of.
Also, when a guy evaluates your attractiveness, he usually does so holistically. Yes, if he has to break it down analytically he might point out certain characteristics that are really sexy, but he's not going to go single out individual body parts as fat or ugly while thinking the rest of you is attractive. He either likes the whole package or he doesn't.
It's girls who can get kinda paranoid about specific imperfections, but we guys don't really think about that.
As I said, any kind of physical interaction is a good sign, and if he's touching your arms, that's probably the least thing you should worry about. You wouldn't touch something that you found repulsive, would you? Maybe he's subconsciously picked up on your self-consciousness, and he's trying to make your feel more confident.

Well chubby arms are attractive and sexy so that's probably one of the reasons why he's touching them so much
