Definately comment on it and pretty soon after it's been done.
I had the most strangest thing happen. I dyed my hair when I was about 16-17 and then let it grow out. So last year (age 20) I get a new boss (at this stage my hair is well and truly brown, no traces of red).
Anyway after a couple of months of working with him he randomly blurts out:"Did you dye your hair?'
Me: "Um, no."
Him: "Didn't it use to be red?"
Me: "Um, I dyed it years ago."
Him: "Oh, I use to shop here and must have seen you."
It was strange.
Moral of the story, give the compliment to the girl not long after she does it, otherwise you'll look like a weirdo when you mention it.
I chose b. When I guy notices I changed my hair I feel special. So if a guy comments on it, it does give him a leg up and makes him stand out because I feel like he pays attention to me. If a guy doesn't notice I do feel a little disappointed but I wouldn't say much about it.

Maybe just keep the fact that she dyed her hair to yourself and instead tell her that her hair looks nice or sth.
But the worst, is when they comment, like 2 weeks AFTER I made the change lol
when its a slight difference in hair color Yes! because its like he noticed me :)
