i am shy around guys that I like or are cute. if I make eye contact, I look away. I pretend I don't see them in the hall. however, I don't avoid them. it's stupid but any chance I get, I walk by my crush just so I can be near him. I'm too shy to look though :P but this is just one possibility. I also ignore guys that I don't like or don't really care much for.

but a shy girl will probably ignore a boy she likes.

Ugh i do that same darn thing!!! When i like a guy I'm hecka nervous and act awkward. I avoid him to spare myself from embarrassing awkward moments. Just talk to her eventually she'll get comfortable

Speaking purely from personal experience, I'd say you won't really know unless you try getting to know her better. She might like you, she might not, or she just might not know how to act around you.
