Guys, What does it mean when a guy avoids eye contact but steals glances and he is not shy by nature?

Guys, please help me out here. I like this guy at work. I noticed him stealing glances at me and if we are in the same room he keeps looking in my direction but he does not make any eye contact. Whenever he does, he will quickly dart his eyes away to talk to someone else. He is an outgoing person and not shy. So whats up with this guy?

I am shy around girls and do the same. I also try not to make eye contact lest it give wrong signals of attractions and also to be more detached from the girl I like.

Relationships at work are generally a bad idea. He may very much be interested in you, but work just is not the place for it.
