Why do some guys start wiggling/shaking their legs (while sitting) when they see you?

Question

This happens to me a lot like I notice it when I'm walking past guys or at a coffee shop and the guy sitting on the table next to me is looking at me and then starts to wiggle/shake his legs (example). 
Who do some guys do this? 
I honestly feel so weirded out whenever it happens.. Like they are struggling to control their legs or something.. Why? 😳

eh, don't know... I don't have that lol.  maybe they don't actively wiggle/shake their legs and it's just a side effect of..."other" things happening :P

Personally I bounce like that when I'm thinking and coffee makes you hyper. Lots of aspiring writers in coffee shops using their imagination and they could be merely noticing you because you're attractive.

I raise my heel while touching the ground with my toes and bob my knee when I'm impatient.
I have been told I sometimes do this when I'm horny and impatient, although it is not a 100% conscious movement.
But sometimes I also do it while just sitting behind a desk.
