Maybe you are doing the wrong exercises. There are certain exercises that make you lose weight, or gain muscle. By gaining muscle, you don't really lose much weight. Maybe you are doing exercises for your legs where you are building the muscle up and not losing the weight on it. Which in ways are good, because you are getting stronger, but in your case, you want to loose it. I recommend to go online and look up certain exercises to lose weight in your thighs :) squats strengthen your gluteus maximus (butt), quads, and hamstring, but in my opinion, they mostly strengthen them for muscle. Try aerobic exercises :) hope I helped.

Get some free weights... maybe about 20-40 lbs... Maybe even put a backpack on with some weight in there... keep your back straight and do squats (Standing and bringing your butt to the floor)... Find the right amount of weight that you will feel the burn at about 15 reps. Do them till you can't do no more. About 3 times a week
There's no way to spot weight reduction. You just have to continue doing cardio. If there was a spot weight reduction method, we'd all be doing it right now. Guys everywhere would do it to reduce their beer bellies haha, but do you get my point? Also, is it fat or muscle that is on your thighs?
