Fastest ways for flat stomach are unhealthy, dehydration and under eating while still being active. Cutting corners doesn't give you a body to be proud of even if some people confuse skinny with flat.
Now best ways for a good stomach would be a healthy balanced diet, small meals throughout the day to keep you fueled and allow for the body to develop while working out.
You will want to work the entire body as anyone saying just work one area is lying. You want a good stomach well you can't just do ab crunches all day you need to hit the entire body to burn fat effectively, those stomach exercises simply strengthen the muscles under the skin and fat so you need to burn it to make them show while building to make them more defined. Plenty of cardio, especially high intensity interval training - jog for 2 minutes then sprint for 30 seconds then repeat as an example. Work out a couple of times a week and keep it all up and while the results take a little time you'll quickly feel better for it.

U can't do anything "fast" workout wise. It takes determination. But what I find helps me for my stomach area is lots of cardio. High impact, plyometrics mainly, and watching my calorie intake. Limit sugars and starchy foods.
It's 90% what you eat and 10% exercise. You can't target specific areas for weight loss, it's just how the body works. If you want abs you will have to have a low BMI and make sure to build your ab muscles with weight training.
a majority is how you eat! Whats your diet like?
