If you want to lose weight, it's suggested that women eat between 1200 and 1500 calories a day. Let's take the 1200.
Assuming you sit on your butt and do not move, you can divide your day like this:
Breakfast - 300
Lunch - 300
Snack - 300
Dinner - 300
The goal is to eat 1200 calories a day. If you drink a 300 calorie coffee, you then have 900 calories left for the day. If you then go to the gym and run for an hour and burn 600 calories, you then have burned off the coffee and now have a total of 1500 calories you can eat.
The goal is to end with 0 at the end of the day once you've added and subtracted your food intake and energy output.
Additionally, be careful what you're eating. Eating all junk food will not make you get the results you desire.
So no, the diet your friend gave you does not sound safe. You can put your body into starvation mode and then it will hold onto every calorie it can and you will not experience any results.

It's not safe. A person should at least eat 1200 calories per day. And it's better to eat the same amount of calories every day, to have some balance. 1300 calories is not enough food, if you do vigorous exercise. You'll loose weight, but it will be mostly muscles not fat, so your metabolism will lower. This diet will exhaust you, so after a while you'll give up and you 'll put the weight back plus more.
That is NOT a safe diet. I don't know how tall you are or how much you weigh presently but generally speaking 1200 calories is the absolute minimum for a girl who is A) sedentary, B) petite, and C) coming down from being obese. If you're within about 20 lbs or so of your goal weight then the deficit you need to observe should be very very modest, and if you're active you should be eating even more.
The fact is this: If you're concerned about doing this safely, then you need to forget about any sort of goal timeframe and accept that your goal is going to take a while. The methods girls take to shortcut weight loss are ALWAYS dangerous and NEVER sustainable.

You won't have enough energy to get by on the daily life and it's a recipe to hit your body right into starvation mode and any fat you've lost in that time period is gonna bounce back even harder now that the body thinks that "starvation" might hit any time and will stock up on EVEN MORE fat.
Persistent and long-term fat lost is a SLOW and GRADUAL process.

It really depends on your starting weight. I personally don't believe in strict diets to lose weight fast. I think it's better to stay around 1500 calories consisting of healthy veggies and lean protien. Starvation diets almost always backfire in the end. You can really mess up your metabolism. Those numbers sound very low to me unless you're like 100 pounds already.
Not at all. You're definitely not consuming enough calories. 900 calories a day is next to nothing. Also vigorous exercise when you're practically fasting sounds like a horrible idea. Honestly I found what worked for me was everything in moderation. Exercise a bit, eat right and treat yourself once in a while and everything will be okay.
Right diet plan depends on various factors like BMR (not BMI), type of work you do, etc. Besides, if something worked for your friend then it doesn't mean that it will work for you. It can sometime harm the overall health of your body. Eating too much or too less of any nutrient can affect negatively on your health. Don't listen to anybody just go to a nutritionist.
Way too low of calories especially being physically active some days. You will hurt your metabolism a lot. Honestly tweak what you're eating. This sounds like the kinda diet that'll have someone passing out during a workout.
