Best way? WERK IT :3
I think the best way would be to sign up for the gym. It really works. I recently became a member of my local gym (to get ready for the summer yea) and it's actually quite easy to get toned ;)
But to be honest there is no way to just tone up one area of your body. Because to get a flat belly, you need to burn the fat around your belly and the way to burn fat efficiently is to build muscles. I recommend you to plan your work outs so you do a mixture of cardio and muscle exercise. Personally I do 30-35 minutes of cardio and burn around 300 calories, then 15 minutes of muscle exercise. Go to the gym for 4 days a week at least. On top of that, eat healthy diet and get an idea of your calories intake everyday (not compulsory but I do).
I dropped one kilo just after first week of going to the gym and I can see the skin around my belly is tighter. But I have to say, I am on my school basketball team so I already had some muscles to werk with.

Belly is two things. You need strong abs to have a flat base and if you like to see some sixpack, you need to reduce fat. So exercise your core and do low intensity cardio to reduce fat. But indeed, in a gym they can give you a nice program

You know the usual abdominal core workouts? I find it helps. When starting off it hurts like a bitch but It works.Workouts for core and cardio. Also what you eat plays a huge part in having a flat stomach.
