Is weight loss more based on working out or eating less?

Would I lose more weight if I ate less and worked out less OR if I ate more and worked out more?

The reason I ask is because I find I eat more than I normally would when I workout that day. Beforehand so I have more energy, and after because after working hard I get hungry.

Maybe I should just eat less and spend a lot of time walking as exercise.
Is weight loss more based on working out or eating less?
