hmmm.. very confusing since most guys love going for that right away. I woulld ask him.. or maybe you should go for it.. That seems kinda weird but maybe he's just nervous...
He hasn't kissed you because he's afraid. If you really want to kiss that bad then make the first step otherwise you'll be waiting for a while.
maybe he thinks if you´re that close to kissing on the mouth and you´re not taking action that you´re probably not interested.
