Unfortunately weightloss is not like muscle gain where you can target areas. You'll lose fat where your body decides it doesn't need it.
Exercise is obviously important, but for most people it's easier to cut 300 calories from a diet per day than it is to burn an extra 300. If you drink soda or juice, go to water. Cut your sugars and other simple carbs.
I agree strongly with the taking workout classes idea. Make friends and you'll have a support group, as well as a reason to go (not to let other people down).

Make sure you work your lower abs too. Sit in a chair keeping your back flat against it, N crunch your knees up toward your chest. Also avoid greasy/fried/fast food N eat salads, grilled chicken N yogur parfaits. Besides that, at your age your body will soon help you N turn some of that to muscle tone. I think muffin tops on girls can be cutte, but I symathize. I don't find it so cute on me LOL Hope it helps...
cut down on carbs (bread etc) and soda. Keep exercising you're on the right track. Also make sure you wear clothes for your body type and that you wear the right size and type of clothing because A. So its more flattering to your body type and B. if you wear to tight of pants it might emphasize your 'muffin top'.
Try pilates on top of your exercising routine it might help too. It helps with your core muscle and to have lean muscles.
It seems like I have been fighting the scale for my entire life ! Back when I was 15 it was called midriff bulge not muffin top , we gals so afflicted would wear either a high waist girdle or a long line bra until our Weight Watchers or TOPS diet finally showed results ! ;-)
