At a gym, there should be hip abduction machines and those are amazing! Also, doing a lot of cardio is good because it's a full body work out. If you don't have a lot of fat on your body, then doing spot work is good, but if you have more fat on your body, you want to start by burning off that fat THEN doing spot workouts because no matter how strong the muscles get, they'll always be underneath fat if you don't work it off. Another work out you can do is leg raises. Lay on your side and simply lift your leg up as high as you can over and over again without letting it rest on the other leg. Also, eat well and if you have access to a treadmill, do extreme inclines! Biking is also a good one! But like Cyrus said, some of us just store fat in different places.

body fat rises and lowers as one, it mostly depends on genetics and where your body likes to store fat
but losing fat anywhere can be accomplished with the same method you would use for anything else, diet and exercise :P

Do fast biking, it burns your ass and hips, or do bicycle crunches
like doing pilates leg work outs and stuff.
