Eye contact is an intense thing for some people, and can unnerve them. I tend to look away during conversations. I'm not bored or anything, but a staredown with a dude can be a little awkward and uncomfortable, so I tend to break it up by diverting my eyes. If I know them well, there's no need to do that. If the guy's a stranger, or if there's the slightest hint of attraction, however, we may have a problem.

I don't know..some people are more shy than others. They could be nervous because they like you or not used to someone giving them lots of eye contact...? Or they might be zoning out is the worst case scenario I can think of or that they are getting lost in their thoughts.

Usually you have to take our other forms of body language into consideration while noticing this. I don't have a problem with eye contact unless someone makes me feel uncomfortable, but you can usually tell that from more than just eye contact. Pay attention to her smile and voice, and the way she's standing.
i have to admit to doing this sometimes. it's kind of a nervous thing for me. don't take it personally. some girls just get uncomfortable looking people in the eyes for so long. If a girl is truly engaged in the conversation, than she will be more willing to look in your eyes to seem more interested
