"Child labor is wrong"
This is the passive problem, the thing that should be obvious to to reader. They know you're writing about it, and their reading it because they want to know your opinion.
Your actual job in the essay overall, however, is to find the active solution. An essay is a selling point wherein you sell your opinion to your reader.

My best suggestion is to read in your book or find an online reference on the subject, pick out a part of the problem, and then try to define how to fix it. For instance, Child Labour has been a big deal in some prominent countries of the world, but many of them have abolished them. Could the strategies that those countries used in the past work for those still struggling with it? What might be stopping those countries from using those models? Cultural boundaries? Religious values?
Or perhaps you might focus on cause and effect. Pick a country that has not abolished Child Labour and theorize what might happen IF they suddenly did. Would their economy crash? Is there some other resource they could take advantage of in it's place?
