First I think you need to get real and be honest with yourself because if you are female that is 5 foot three and weighs 170 pounds I'm sorry I don't mean to be cruel but you are huge and there's no way in hell that you don't look fat. Anyone that tells you you don't look fat is straight up lying to your face just to be nice and not doing you any favors sometimes the truth is harsh and it hurts but it is what we need in order to better ourselves in the long run and achieve our goals of who we want to be and how we want to look. Trying to get in shape and look good is it about pleasing anyone else or about what they think it's about yourself and feeling good about yourself and proud of how you look in the work you put in to get there now you are 170 pounds right nowwhich is pretty damn big for girl your size but all hope is not lost yet you can very easily drop 20 pounds to start off in a few months and greatly improve your looks and then from there you can drop another 20-30 and get fit and skinny and no longer be categorized as fat chunky or pudgy, I really do wish you good luck I know this can be hard to hear but trust me the truth is the only thing that will help you just except it and try to be strong and do the best you can to change it

From what I've heard the best way to shed body fat is waking up and before you eat anything go do cardio for 30 minutes. If forces your body to use it's fat stores because it has nothing else to rely on. And for the whole butt thing I say just do some squats. Once you lose fat, you don't just lose it in one place. You lose it everywhere for the most part, stomach, legs, arms, face. So good luck and I hope you like your body more after you hit your target zone.
Cardio! (Helps burn fat all over) yoga (strengthens & tones your body, the twists help thin your waist & the stretching helps your muscles adjust to the new workouts) and leg & butt Iso... as far as diet high protein & you really do need everything else as well but in moderation ijs.

Yeah, this may not be what you want to hear but you do need to lose a bit of weight. Women should be thin. Hell im a Guy with some good sized muscles, 5ft 10in, and I only weight 140.
