Why are Latinas racist to Black men in New York especially the light skinned ones?
Probably because of negative stereotypes and color bias. Though going by your details it seems this has less to do with the guy being black and more to do with the guy not being desirable to her (his height, his physical attractiveness, his perceived status/wealth).
Why Latinas dislike dating black men or don't find them attractive?
Possibly because of negative stereotypes (black guys are abusive/black guys are very unfaithful/black guys are lazy) or they don't find them attractive due to skin tone which my be ironic as I find most black guys tend to go for light skin gals.
"As I made an approach and complimented her when I started a conversation, she totally ignored me and used her phone. "
Bit curious as to why you seemingly attributed this to racism rather than rejection/disinterest.
"But I find it funny because most Latinos and Black men don't discriminate when it comes to women, but Latinas are prejudiced when it come to dating men."
Vastly different experiences as I find most black guys are quite discriminatory in dating black gals.

I don't think all Latinas are like that. I personally don't really care too much about people's races, but I also don't talk to strangers. Also all women are more selective when it comes to romantic partners , also all people like categorize people in to sterotypes and racial profiling has a little bit to do with it but when I do it I usually just like observe how a person dresses or walks or talks. I live in Charlotte and a lot of people in my school are black so I actually have a few black friends. I only like get freaked out if its a random black guy that I don't know that approaches me out of the blue when I'm walking to my car, but that's about the only scenario in which get freaked out by them ( I also get freaked out by white hobos sometimes). But My younger sister who is also a Latina has a black boyfriend and he is a cool dude, she really likes them and she also has a perception that black men are more likely to be unfaithful as the girl below me said. The thing though is that she thinks they are hot.
As a woman, I'm really aware of my surroundings (especially on trains and public transit) because I'm not trying to get mugged or raped or followed or anything like that. I'm not going to open a conversation with a random stranger, not because I'm not interested in dating/talking to men of your ethnicity etc., but because I'm concerned for my own safety. I agree it was rude of her to not acknowledge you at all, but girls, especially in nyc, have to be really careful.
Are you sure you can get women in general? Have you tried other races to see if they reject you too? If so, then you are just unlikeable, and blaming an ethnic group doesn't make you any cooler. I'm from JA too, and have no trouble with women (once I learned more about myself.)
Being rejected happens to all races. It's not just you.

For starters some latinas believe that black men have a higher tendency to be unfaithful. Second, since they are not white and their countries have high levels of prejudice towards blacks, they are keenly aware of racism and they prefer to date white or whiter men. Latin people suffer a lot of racism directed towards their own selves. Very sad. My recommendation is that you date other women and dont obsess too much about latina's.
No ! Not this again ! Look women just don't like talking to strangers on trains and shit , we hate being hit on by strangers too regardless of color
Are they straight off the boat Latinas or home Latinas?
Straight off the boat ones came from Latin America which has so much discrimination against black people. You have no idea.
If they are home Latinas then they probably just weren't attracted to you.Really? I'm from Brooklyn and I see Puerto Rican and Dominican women with black guys all the time she probably had a bf or something
If you are wearing a suit, it might change the ladies' mind
they don't want nappy headed babies
