Why do guys think they can do whatever they want in a relationship?

A guy broke up with my friend but still wants to hang out with her and sleep with her but says he does not want to be in a relationship and yet still does not want her to date, talk to guys or sleep with any guys and whenever a guy looks at her he gets mad. He still makes plans to do things together but won't actually be in a relationship how is this fair?
