Should you beg a woman for forgiveness or leave he alone?

My brother said he ghosted a girl he actually thought was a good woman because she didn’t know how to dress and she had too many personal problems that made her seem like she wasn’t self sufficient (although he later learned she was being used for money by her family). He got with another girl who had it all together but she ended up breaking up with him because he didn’t have all his stuff together at the time. Over the next few years he constantly thought of the first girl or she would pop up in his mind and he would remember the times they had. He made his first social media account in years and looked her up and she had not only gotten her looks together but she just look like his dream woman. She looks exactly like what he wanted in a woman but she wouldn’t talk to him anymore because he had broken her heart. He tried to apologize and she accepted but didn’t let him explain how much he missed her over the years or how he realized what a mistake it was to hurt her. So he wanted me to ask should he try o explain that he is really sorry for her to give him another chance or leave her alone?
