What does it mean when a guy stutters when talking to you?

I only ever noticed it once, when he pointed out that he was stuttering. But he always playfully touches me and is making me laugh, he also looks deeply into my eyes when we talk, and he always notices me in the halls, or in class. But he's also playfully touched my friend too, just not every day like me.

He either likes you and is nervous around you or he actually has a stutter.
