How do I (19F, virgin) tell him (24M) that I just want to keep things physical?

I have been on two dates with this guy so far. He invited me back to his place on the second date to 'watch a movie'. Surprisingly, that's what we actually did. I was expecting him to make a move but all we did was some cuddling, hand holding, and light caressing. I wanted to kiss and maybe get some of our clothes off and mess around a bit. I haven't been in an actual relationship, so that means no experience pretty much. I don't care who I have my firsts with and I'm pretty attracted to this guy physically, but I wouldn't want a relationship with him. At the same time though, I can't make any promises that I'm going to put out all the way or when I will be ready for that if i do. How do I explain this to a guy?

I usually like the straight up honest approach. Just tell him outright that you want to keep it physical. Everything else could be leading him on.
