He keeps texting me even though we broke up?

I was dating this guy named Liam for a few weeks. We would talk everyday, go on a date about twice a week and talk on the phone.
Our dates went extremely well and we hit it off right away. He was extremely attracted to me and vice versa; although, we didn't sleep together, but we did have a few hot and heavy make-out sessions.
This guy has literally gone above and beyond in the first few weeks of dating. My tire blew on the highway, he went and paid for new tires for me, installed them and only asked for a small portion of the money back; he even paid for every date and was very attentive to my needs and support supportive.
We then hadn't seen each other in about 1.5 weeks (we both work two jobs and live an hour away from each other) and I was getting impatient and trying to make time for him, but he would never make set plans. He was still talking to me everyday, he just wasn't putting in effort to see me. Finally, I asked him to call me. I asked him if he had time to date me and if it was always going to be this hard to see each other, and he told me he's on call all the time, works two jobs, and that the only reason we saw each other so much in the beginning was because he had two weeks off for vacation. He apologized and said that basically work has to come first right now and that if I wasn't okay with that, to tell him and we could stop dating. I ended up saying I couldn't date someone if I only saw them every couple of weeks and that I need someone who will make me a priority. He was sad but mature about it.
That evening, he texted me saying, "you're a beautiful girl and so much fun. I know I'm going to regret this." I didn't respond. Then, two days later, he texted me saying, "I hope you have a great day today :)"
I'm just really conflicted on why he's acting this way. I told him I wanted to end things but he's still texting me? It's making me not want things to end, but I know I need to move on.
