Just depends. I think Russian, Australian, and British accents are what do it for me. Just not only the accent but the terminology and sentence structures that have my undivided attention.
I guess it could be a turn off if the accent was so thick it was difficult to understand what they are saying.

For most foreign born girls, their accent is a turn on. There are a few languages that sound harsh or are guttural and the accent is not attractive, but it is usually a turn on!
Hell no, a major turn on to me! Onetime I had a french firl who I was with 3 times. She whispered the most beautiful shit in my ears, couldnt understand it! She was funny too. I had another french chick there with a friend of mine, after its over I asked the other french girl, who also spoke English... what was she saying? The first woman too ask me for a rubber had a sexy London accent, catching me completely off guard sitting with my nose in a text book at the public library, thinking "Did she just ask me for a condom?" Looking across the table at her pointing at the eraser tip on my #2 pencil, repeating her request for a rubber. That was the first time I'd heard a reference from British slang for a pencil eraser.
As long as there's no problem in communication, I don't care either way. If it's an accent that gives me difficulties understanding what they person is saying, it would be a turn-off because struggling with communication is one of the most anxiety-inducing things I know. That's a problem with me though, not the other person, and I'm sure most people are a bit more tolerant than I am towards that
Its not a turnoff at all. Sure it might not be an everyday accent to hear but its not a turnoff. I'm from London. Its so diverse here, you here all kinds of accents so I'm kind of accustomed to hearing different accents.

I have a female friend of mine that was from Georgia. She spent her senior year as an exchange student in England. Her friends always to hear her say, "Hey Yawl" when she walked into the room.I actually find accents really interesting. I feel as if the people would have stories to tell about the place they are from, and different experiences from somebody who grew up somewhere else. So no, of course it is not a turnoff :)

No, it's fine. A Dutch accent is a bit weird/strange, but nothing 99% of people would ever give you crap for. It'd just kind of be more like "Who is this giant Dutch girl here right now?"
