I haven't seen him in two+ weeks. What should I do?

My boyfriend and I have been dating for over a year now. We're both busy with school and jobs so we normally see each other twice a week for a few hours at a time. But two weeks ago, he went on a trip that set him back a few days in his schoolwork. Totally understandable, nbd, I get it. So we didn't see each other that week despite having a moderate conversation each day (we like to stay in touch). I asked if he'd like to do something over the weekend, only for him to cancel due to a prior commitment (also understandable, just unfortunate). But he never rescheduled our date, or even mentioned a future one; I thought that was a little rude but maybe I'm just overthinking it. Anyways, I said something along the lines of "it's a busy few weeks for you, huh?", to which he replied that he'd be free Tuesday if I'd like to do something then. Well, Tuesday rolled around and I didn't hear anything from him. I know he has the time to do things (he hung out with friends yesterday for HOURS) and he knows that I don't care about how long we hang out; it's just nice to see him and catch up. So what gives? We talk everyday and still regularly flirt with each other, but for some reason, he apparently doesn't care to see me enough to make plans. We sometimes go through these periods where he's really affectionate and attentive for a few weeks, but then drops off the map for the following few. It's been so long since the last time he was like this that I can't remember how I acted. Should I just wait this out and see if he reaches out first in the next week? I don't want to be that pushy girlfriend who forces her boyfriend to hang out with her if he doesn't want to, but I just miss him. Would it be weird if I asked to see him a second (or third, depending on how you see it) time? Thanks. Sorry this is so long.
