Why would a girl ‘confess’ to also going on dates with others but then slow fade a guy instead of just ending it normally after 7 dates?

The question isn't very clear, but if you are trying to arrange a date and she keeps finding a reason why she can't come, take that as a rejection and move on. It means she either does not know how to reject you politely or lacks the confidence to do it.

Ok, so just a bit more details: we went on 7 dates. During the second or third she mentioned she is also going out with other guys. I said I am fine with that and we both agreed honesty is a good thing and that we both hate being made fools of. After seventh date she proposed the time for the next one but had to cancel and now claims she is busy with work and school. Doesn’t text as much as she used to and stopped initiating contact.

not really. I honestly don't know how to ask that without sounding needy. We haven't seen each other in a while. I tried reaching out a few times, with quite long conversations following.

On one hand, I understand she might be busy (and she has also been sick in the meantime) and that constant communication for weeks without actually seeing each other gets boring and lenghty. On the other hand, she had been quite busy before, but she somehow used to make time to meet and she would reschedule her other plans.

Would you have a tip, how to ask this question?

@sabotage22 she honestly could just be busy. Sure she made time for you earlier, but she could be more overwhelmed and stressed this time and need her energy focused. If that's the case, a question like that from you will only burden her further and as you say seem needy.
The only reason for you to ask would be if you don't trust her to tell you the truth and in that case the question is mostly to gain closure.
