She says she'll call, but she doesn't. What does this mean?

I went on a few with a lady, and they were all super fun. We have some differences, but I thought that we could probably compromise on those, but maybe she doesn't because all of a sudden, she's gone pretty dark and only sends pretty dry texts every 24 hrs or so. She also keeps saying she'll call me back but doesn't. That said, she is being polite about it and apologizes, but this is really quite strange. For context, we're both adults, and I really wouldn't expect a woman my age to do this just as a way of plying games or hard to get. That seems like some college girl stuff. Can anyone give a clear idea of what a woman in her late 20s might be thinking here? Does she think some of our differences are irreconcilable?
