Walk in the park, were I live there is not park with about 10 miles of walking paths... and Zin Garden... costs $5.00 bucks to get into the Zin garden and they have all the flowers, koi ponds and what not... so that's a $10 date.
I also have done Minor league baseball games, you can get tickers for $10 dollars a piece, but I went large and got the $20 dollar seats... so I spent $40 on those, dates, but you could do it for $20 if you sat out in the bleaches it son $5 a seat so you could do it for less... if you don't count the beer and food.
Regardless still cheaper then a dinner and movie... then you got the old coffee shop date. I know this on shop in the old down main street, you an get a cup of coffee and muffin for less than $20. There is not out door seating area with nice street views, and then you can walk the old down main street and get an ice cream cone down the street.
Buy a Frisbee and go to the park. Buy ice cream after playing Frisbee.
The most important thing about a date, especially an early date, is that you have lots of time to talk to each other. Lots of the suggestions posted here lend themselves well to doing this, and don't cost much money.
Spending more money on dates (dinner dates and such) should be kept for girls you are actually in a relationship with.

Not all women would be comfortable doing this with a virtual stranger - which I get - but if perhaps you'd known the person for a while, this is certainly not a terrible idea.
A few of my first dates were just hanging out in the backyard, grilling some burgers or chicken, listening to music, and talking. The only money was the food - and it wasn't much - but it was a good time anyway. Most women love a man who can cook - even simple stuff - and as I said, being able to talk to each other is the main goal of an early date anyway. Everything else is just a bonus.
Do a full on city tour. For me its:
Step 1: Rental bike for about $8 or walk for free (in this scenario, walking).
Step 2: There is a whole entire map of the downtown art scene that takes you all through the downtown area that you can follow that highlights all the work of street, grafitti, and sculpture artists. Best bit, unmarked red button on a bridge that sends a giant bubble of water up from the water down below. Also great view point to see the city and manmade waterfall.
Step 3: Plenty of cheap eats a long the way, but Viet sandwiches are always a good bet for around $5 each.
Step 4: The underground tunnels which surprisingly a lot of people don't know about. They take you all through the city under the sweet sweet frost of an a/c which if you live here, it's hot as hell, so always welcome to get out of the heat. Find underground ice cream shop for some cheap cones, about 2$ each.
Step 5: Back to the surface level for one of two areas, either the nearby park or local shopping center which both offer free movie nights and cheap snacks.
Step 6: My favorite spot, climbing this huge bridge to the top of one of the highest points in the city where you can see all of the downtown skyline.

In the us prices can be tricky. The price on the item isn't what u pay for, cuz they add tax at the last minute. What the tax is and amount varies from state to state. So if want to buy something with $20 flat will I have to assume it will be like 10% tax so I have to find something for ~$18.18. I could go to the dollar store and get 18 things, then the 18 cents I could go to the bulk candy section in a store and pick a bit of candy hoping not more than 18 cents.
Go get some snacks and drinks and a tablecloth from a dollar store. Maybe $12. Go to a national park, go to a picnic area, eat up then go for a hike.

By communicating & interacting w/o the need for consumerism as stimulation (i. e. just enjoying each other's company somewhere free w/o the need for anything material)... this question is, in my assessment, an indictment on how pathetically miserable society has become that spending money is required to have a meaningful/valuable time w/ someone.
1. Walk on a promenade. Buy food from kebab shop.
2. Go to certain bars, buy a drink, they'll give you free food.
3. Find a free walking tour of a nearby town or your own town.
Here in Philippines we can probably walk around the baywalk, watch the sunset, and try out street foods.. or maybe go to an escape room, amusement park, museum, or cinema.. 🥰
A cheeseburger date it would be & I would ask her if it would be ok if we bought a bunch of cheeseburgers & gave them to some homeless people & after that go for wonderful walk & figure the rest out as we go along.
Go to a rope swing by a river or lake.

I originally thought of a canoe trip but you can't touch canoe rentals for under $20 any more. The last time I did it (many years ago) a canoe rental for about a ten mile trip was $6-8. On a calm river it's pretty easy to use a canoe even for beginners.

There are a couple of canoe rental places near me. The rent includes transportation. You leave your car at the canoe livery. They transport you and the canoes upstream and drop you off. You go downstream at your own rate. (maybe swimming, drinking, eating along the way). When you reach the livery your car is waiting for you. It's a pretty good deal for what is almost a full day of fun.
If you want more adventure, this has always been on my bucket list. Chill starts at the beginning. Fun starts at 2:30. It's not under $20 though. You need to add a couple of zeroes.
