Why is this guy lurking on my instagram? is he keeping tabs on me for his friend?

I caught this guy viewing my instagram highlights. He didn’t even follow me at that time. He clearly didn’t want to get caught. I then followed him and he followed me back. Couple days earlier he had followed my bestfriend.

Why would he view my posts since he’s never met me and he’s best friends with the guy I used to talk to and who rejected me months ago? They even have pictures together on instagram. He’s is often literally first person to view my stories. I liked one of his old picture but still he hasn’t messaged me.
