me and a guy have ran into each other irl 2 times with other people there and it was very short, a few days ago was the third time and we chatted for about an hour and kinda hit it off in my opinion.

he invited me over to hang out, we haven't hung out before. neither of us specified if it was a date or not. i dont know if i should go into this considering it a date or maybe play it safe by not raising my expectations and consider it just a friend hangout?

Ask him. Seriously, ask him is he's interested in friendship or something more serious. I may have missed a good opportunity because I didn't ask that question. A woman invited me out and I couldn't figure out if she was looking for a friend or a partner. Today I would just ask directly.
