my boyfriend has never really called me beautiful nor pretty. whenever he describe me it’s always “you’re a cool person” “you’re a good person” he says both but it’s never beautiful. I overheard him talking to our friend and she mentioned how did he like me and he said “she's cool people” it's like the only thing he says.

Being interested in your person is the genuine part of any relationship. Either same gender or opposite. So we agree that you both like and accept each other.

He may be treating you more like a guy.

Assuming he is not, he may want to say it, but is not sure how to express it and can't be sure when flirting and compliments shifts from personality and character to looks and being more personal.

no it doesn't mean that at all. maybe he doesn't think complementing your beauty is as important as complimenting your character. you could always ask him.
