When is appropriate to ask a girl out?

I've met this girl recently in my dorms, as recently i mean 2 weeks and since the first day we talked I felt we really clicked. I consider myself an introvert, hardly starting a conversation with someone but when I'm alone with her I feel the urge to talk to her, and once we start the it just goes fluidly. When we are with a group of friends just chatting I find her looking at me sometimes and when I look into her eyes she barely holds it, I also do that, especially when she is talking to me, I just can't keep my eyes on her because I get nervous.

Anyway, for a bit more context, we getting to know each other, we have stuff in common, we also watched 2 movies together (no idea how we got there) and few days ago she wanted me to try this food I never had so she prepared it for me, we ate together.

I really like her because i rarely feel this comfortable with a person this quick. I wanted to ask her out but I don't know if I'm rushing myself.

Nope. You aren't rushing anything at this point. You are already seeing her if you think about it. You are having regular meetups and doing stuff together one on one. I don't think you have to wait any longer if you want to ask her on a formal date although I don't really see the difference between that and how she made dinner for you. I consider that a date unless you were both upfront in the beginning that you weren't interested in a relationship. It sounds like to me that she is trying to push the whole dating thing already. If she wasn't interested she wouldn't spend (or waste depending on how you look at it) time doing this stuff with you. I don't see any reason to wait more.

Asking a girl on a date is fine at any point. If she's dating someone else, she'll turn you down or just go as a friend. A first date I'd to generally see if you can be more than just friends or aquantaces.
