Not just in the cases of finances but also any kind of immediate problems that need to be addressed. Like if he doesn't have any friends or suffering psychological issues as another example, I think that's worth fixing first.

It really helps to have our stuff together first and be good in our company before we look for mates. Same for women, I'd say.

I think it depends. If he's broke because he has addictions and can't handle money, then he definitely shouldn't be looking for a relationship. If he's working hard/doing his genuine best but life circumstances just suck, that's slightly different.
