Are electrical foremans allowed to do this?

Summary: Are electrician foreman's allowed to take their time getting to a job site, just so they can keep an apprentice around them for as long as they want, just because they hate being alone? I should not be getting dragged into his personal life.

I'm an electrical apprentice, and I recently got paired up with an electrician. I agreed to work here for 10 hours a day, 4 days a week, with the option to work on weekend days including Fridays.
However, for the past few days, me and the foreman haven't been getting home until about 10 or 11, for the simple reason that he hates being alone because of his personal life. He even said this himself. He's been purposely taking his time to get to the job sites so that we'll purposely get home around 10 or 11. Making 1-2 hour stops, and sitting on his phone for 20-30 minutes in between. Then conveniently blaming the time it's been taking to get the jobs done on me, knowing we could have left much earlier. We're suppose to do at least 2 jobs a day, and we all clock in at 6am. There is no excuse as to why we should be working past 6pm the latest.

Are electrical foremans allowed to do this?
