I'd tell you why exactly I wouldn't. But I'm afraid that'll just be an unprovoked attack on any engineers who do wear that ring, who happen to read this. And I've got nothing against them. But absolutely not.
I wouldn't wear that ring, anymore than I would ask to be called "esquire" if I were entitled to the title. It's some pretentious bullshit to put it mildly.
Now, if you think this guy is full of shit. He's probably full of shit. Don't be thrown-off by my answer here. There is more than simply the absence of a ring, making you question this. Whether it's just a gut-feeling or if this dude said other things that strike you as 'off'... there's more to this than just the lack of a ring. You should always trust your gut.

I attended an engineering school and I never heard of such a thing. Also for fields like Civil Engineering there is a professional license. Some projects require approval from a licensed engineer. Most working engineers don't have a P. E. license.
If I were an engineer, I don't think I'd bother with "the ring". I'm not sure it is all that common here in the US, to wear that ring, anyway. If you have any doubts about this guy, perhaps you can do an online check of some sort on him. I knew of a lady who dated a guy who said that he was an architect but he didn't come across as a person who would have a college education. Upon checking, she found out that he worked at an architecture firm but he was more of an employee who was a support person and not a licensed architect.

I am actually a fully fledged engineer in Europe not a engineering technician. The ring you refer to is probably by the "United States Order of the engineer", its not common over here, although we do have prestigious engineering bodies here too.
